PA 6347 Capital Budgeting and Debt Administration (3 semester credit hours) The course offers an in-depth overview of the decisions and processes involved in purchasing capital assets by U.S local governments and other entities that issue capital debt for public purposes. It covers topics related to the management of capital expenditures including the creation of capital budgets, the debt issuance process, options in structuring capital debt, and issues involved in the management of capital improvements or rehabilitation of physical assets to extend their useful life. The course provides students with hands-on experience of creating and analyzing debt service schedules and concludes with an applied project. Prerequisite: EPPS 6313. (3-0) R
